Transport for London has claimed that the new cameras offer increased reliability, a more effective detection method, and better-quality images.

He informed Express.co.uk: “A flash changes driver behaviour immediately. People see it, they check themselves, and they slow down.

“Remove that flash, and you remove the instant feedback. The concern is that a driver could make one mistake on a simple journey and not know about it until much later, by which time it may have turned into multiple offences.

“That is why the no-flash element is controversial — it risks becoming more about silent enforcement than active behaviour change.”
