“The areas covered include parts of Croydon Road and Godstone Road, all of Station Avenue, and the Croydon Road service road serving the Waitrose and Lidl car parks. This behaviour has been reported as persistent and harmful, particularly for people using the pavements.”
Local business owner Paula Nicholson explained it was usually businesses and buses causing the most of the honking throughout the area and is strongly in favour of the new PSPO rules.
She said: “People park in the bus stop and then the bus drivers come along and honk honk honk. They have blocked the whole road up before.” Pet store employee Lindsey Wells branded the proposals as “pointless” because it was “needed” for security.
Tandridge District Council added: “The Council cannot pre-empt the committee’s decision. If the recommendation to proceed is approved, there will be a further three-month period to define the detailed terms of the PSPO.
“This would include clarifying what is meant by issues such as excessive horn honking. Any such measures would be clearly defined, proportionate and subject to further consideration before being introduced.”
