A driveway rule that impacts every home-owner and tenant within the UK has been blasted as “two-tier”, with consultants warning the system “penalises” motorists. Electric car house owners are compelled to pay more to prime up their automobiles at public charging bays than at driveways resulting from variations in VAT charges.
