Pashman thinks that’s precisely what would occur.

“Most of our staff is not white, and the majority are women,” she famous. “The city has gotten away with loading 3-K and pre-K on the backs of these women — why wouldn’t they try it with 2-year-olds? It’s a great deal for them. They get us all on the cheap.”
